CM-FLIGHT (Chief Minister’s Foreign Language Initiative for Global Talent)

The Hon’ble Chief Minister of Assam Dr. Himanta Biswa Sarma visited Japan from January 22–24, 2025, to promote Japanese investment in the state. The trip was a roadshow for the Advantage Assam 2.0 summit, held in Guwahati in February 2025.

The Chief Minister met with over 80 Japanese business leaders and more than five government ministers. He invited them to invest in Assam, highlighting sectors such as automobile, semiconductors, tourism, and skill development. He announced plans to train 3,000 youths from Assam in the Japanese language to secure employment opportunities in Japan and with Japanese companies in Assam. He invited Japanese officials and businesses to attend the Advantage Assam 2.0 summit, showcasing the state's potential and strategic advantages.

During Advantage Assam 2.0, the Chairman of Asean One Co Ltd. Mr. Toshiaki Nishikawa attended the summit where a Memorandum of Understanding was signed between the Government of Assam and Asean One Co Ltd to establish a Japanese language training institute at Guwahati to train Assamese youth for employment in Japan. This initiative, which began with a Memorandum of Understanding (MoU) signed at the Advantage Assam 2.0 summit, focuses on providing Japanese language training and skill development to prepare over 50,000 young people for the Japanese job market under the Specified Skilled Worker (SSW) visa program over the next 3 years. During the Advantage Assam 2.0 summit Memorandum of Understanding were also signed with Jaceex Ventures LLP and Meiko Career Partners limited to train Assamese youth in Japanese language.

Following the Chief Minister’s trip to Japan, a Japanese delegation led by Speaker of the House of Representatives Nukaga Fukushiro visited Assam in May 2025 to further strengthen ties. ASEAN ONE Co. Ltd. was part of the delegation and formally proposed to start Japanese language training in Assam. During this visit the Government of Assam had earmarked a part of an under-construction building of Assam Tourism Development Corporation at Amingaon for the Japanese language institute of Asean One Co Ltd. Since the building is still under construction and to fast track the Japanese language training program it was decided to start the Japanese language training from the premises of North East Skill Centre under Assam Skill Development Mission and once the ATDC building is complete the institute will shift to the ATDC building at Amingaon.

Under the CM-FLIGHT scheme, in the first year, 180 candidates will be trained under the pilot project through three international partners — ASEAN ONE Co. Ltd., Jaceex Ventures LLP, and Meiko Career Partners Co. Ltd. (through Mirai Japanese Learning Centre).

Training Costs & Financial Support

On an average, for a 10 – 12 months long Japanese Language Proficiency Training, the fees to be paid by candidates may range approx. ₹ 3,00,000 to ₹ 4,00,000/- which covers a) Entrance Exam Fee, b) Admission, Training & Materials Fee, c) Tuition Fee and d) Exam Fee.

To support the candidates with the cost of training various banks have also offered to provide skill education loans to the candidates which can be repaid during his employment in Japan.

Under the CM-FLIGHT scheme the State Government will provide:

  • ₹1,00,000 per candidate to the Foreign Language Training cum Implementation Partners as training support through the implementing agencies.
  • ₹50,000 to the candidate as post-placement assistance to support relocation abroad.

This ensures that no youth is left behind because of financial limitations. Every deserving student will have an equal chance to succeed.

Specified Skilled Worker (SSW) Visa

The Japanese language training will be imparted for providing job opportunities under the Specified Skilled Worker (SSW) visa which is a status of residence for foreign nationals to work in Japan in specific industries, with key features including a maximum five-year stay for Type 1 and unlimited renewals for Type 2. Key requirements include passing Japanese language and skills tests. After 5 years the candidate has the option to either return or stay in Japan.

  • Purpose: To address labor shortages in Japan by allowing skilled foreign workers into 16 different industries, such as construction, nursing care, and food service.
  • Eligibility: Must be 18 years or older, in good health, and possess a valid passport.
  • Language and Skills: Requires passing a Japanese language proficiency test (e.g., JLPT N4 or higher) and a sector-specific skills test.
  • Support: Holders receive various forms of support from their host company, including potential Japanese language training and other assistance.
  • Salary: Earns the same salary as Japanese employees in similar positions.

Current Status

  • As a Pilot Project for 2025-26 Work Orders have been issued to ASEAN One, Jaceex LLP & Mirai Japanese Learning Centre for implementation of Japanese Language Training (180 nos.) in FY 2025-26 and then facilitate placements in Japan.
  • Mobilisation drives for identifying suitable candidates has been initiated by the training partners.
  • Asean One has started their training at NESC premises with 9 candidates in their 1st batch. Another 51 candidates have been mobilised for their 2nd batch.
  • MIRAI Japanese Learning Centre has started with 40 candidates at Pragjyoti College, Guwahati, 13 candidates at Dibrugarh University and 5 candidates at Assam Women University, Jorhat.
  • Jaceex Ventures LLP has started their training with 9 candidates at their Guwahati Centre and through online mode.
  • An EOI has been issued for empanelling more numbers of Foreign Language Training cum Implementation Partners and covering more destination countries.
